David Tuck

 David Tuck is GENECON LLP’s Managing Partner. A chartered development surveyor and chartered town planner, David has worked at a senior level in economic development and urban regeneration for over 25 years. He is GENECON’s lead advisor on strategic policy issues, major project appraisals, economic development governance, economic & spatial strategies and sustainable communities. He established GENECON in 2004 following a senior career in public and private sectors.

He specialises in urban strategy and project advice from an economic perspective, with much of his work being for public sector agencies engaged in high profile urban regeneration and spatial development programmes. He regularly leads multi-disciplinary teams to devise strategies, delivery plans and economic analyses to advise policy makers and funders seeking to accelerate and improve the UK urban regeneration process.

David has worked on many high profile projects linked to national policy, including City Region development, New Growth Areas, Regeneration Momentum, Economic Development and Urban Regeneration Company establishment, the National Coalfields Programme and Housing Market Renewal. David has regularly managed large-scale, high profile strategy projects and economic appraisals on behalf of The Homes & Communities Agency, Regional Development Agencies, local authorities and EDCs / URCs. He also acts as a facilitator in reviewing projects and programmes on behalf of senior stakeholders.

David has worked in most of the key areas of change in the UK’s urban landscape including core cities such as Leeds, Bradford, Sheffield, Newcastle and Liverpool, sub-regional growth areas, including the Thames Gateway, and areas undergoing fundamental economic transition, including Cumbria, Tees Valley, South Yorkshire, East Kent and the Black Country.  As a national economic adviser to the HCA and URCs, David has led the strategic case for a wide range of major, transformational projects, including public investments requiring Departmental and HM Treasury approvals.

He has led several influential strategy studies related to new and emerging policy themes including City Region strategies and Economic Masterplans. He led the Sunderland Economic Masterplan, the Leeds City Region Housing & Regeneration Strategy, the pioneering South Yorkshire Spatial Study and the Yorkshire Key Cities Study. In all cases the focus is upon aligning spatial and economic strategy to enhance regional economic competitiveness. He has worked extensively on regional economic development issues for most of the RDAs and many local authorities.

David also advises on delivery strategies and the establishment of SPVs in a regeneration context, including funding and governance arrangements. This has included new delivery models for major urban development schemes and sustainable community programmes and collaborative arrangements for innovative projects in fields such as renewable energy and target business sector growth.
